24th National Tanks Conference & Expo

The Annual National Tanks Conference and Exposition is produced by the New England Interstate Water Pollution Control Commission, in conjunction with the U.S. Environmental Protection Agency’s Office of Underground Storage Tanks, the Association of State and Territorial Solid Waste Management Officials, and the host state, this year it’s Colorado.

The purpose of this event is to provide learning and networking opportunities for federal, state, and tribal colleagues in the underground storage community. The focus is on progress, priorities, and plans for the pursuit of a common goal–to find new and better ways to work together to protect human health and the environment from tank releases.

TAIT eagerly anticipates attending this year’s PEI / NACS Show, which takes place from October 12 to 15, 2013 at the Georgia World Congress Center in Atlanta.

We will have a booth and will be meeting with current and prospective clients both from the environmental side of the house, Tait Environmental Services and from the architectural / civil side, Tait & Associates.

NACS has announced a series of new post-expo evening events such as:

  • NACS Show Kick-Off Party | Saturday, October 12 | 5:30 pm – 7:00 pm
    Held on Atlanta’s “Restaurant Row,” the kick-off party will have planned entertainment and all attendees are eligible for a “Golden Ticket,” where winners will receive a limo party, spending money and access to exclusive parties all week. Tickets for the event are included in full registrations.
  • NACS Show Tailgate Party Sunday | October 13 | 5:30 pm – 6:45 pm  Attendees can stop by the Hall C lobby of the Georgia World Congress Center to watch NFL games and highlights on flat-screen TVs, as well as participate in onsite games and activities. Registration is free for all attendees.
  • NACS Show 2014 Launch Party | Monday, October 14 | 5:30 pm – 6:45 pm The Launch Party is also in the Hall C lobby of the GA WCC and will feature bands and other entertainment. The event allows attendees to learn more about other industry events that can help grow their business in 2014 and beyond. Registration is free for all attendees.

TAIT’s Alaska A/B UST Operator Training

The State of Alaska’s Department of Environmental Conservation required all operators in Alaska receive training and become certified by 12/31/12If operators are not certified by this date, the owner and/or operator may be subject to penalties.  A record of each operator’s certificate must be kept onsite. Additionally, a copy of each Class A and/or B operator’s training certificate, along with a current Class A/B facility operator designation form, must be submitted to department’s UST staff ensure the facility’s records are properly updated.

TAIT has trained over 6,000 A/B UST Operators in the classroom and online. Our online State of Alaska UST operator course also certifies students as Class C operators upon completion of the A/B training course. Our self-paced course allows you to start and pause the training as often as needed, and saves your progress as you work through the videos.  The training course has been approved by the State of Alaska, Department of Environmental Conservation, as a means for gaining Alaska Class A or B Operator Certification.

Our training course will educate the prospective Class A or B operator on the State of Alaska Regulations and USEPA Federal Regulations governing the operation of underground storage tanks. The course will prepare students to take the online Alaska Class A or B UST Operator Exam.

The Underground Storage Tank (UST) staff of the Industry Preparedness Program (IPP) provides technical and regulatory assistance on underground tank systems in Alaska. Alabama UST Operator Training

TAIT offers Class C UST Operator Training in Alabama. The Alabama Department of Environmental Management (ADEM) is the Department that approves the operator training according to Underground Storage Tank Regulations, Rule 335-6-15-46 (p. 79 of 91).

The Memorandum issued September 3, 2010 established that all operators must be trained by August 8, 2012. The Regulations define Class A, Class B and Operator Training in detail online. The ADEM defines a Class C Operator as:

any person who is, or is employed by,
the tank owner, underground storage tank facility owner, or lessee, who is generally the first line of response to events indicating  emergency conditions. This person is responsible for responding to alarms or other indications of
emergencies caused by spills or releases from underground storage tank systems, and for notifying the Class B or Class A operator and appropriate emergency responders when necessary. Not all employees of the facility are
necessarily Class C operators. This person typically:
1. Controls or monitors the dispensing or sale of regulated
substances; or
2. Is responsible for initial response to alarms or releases.

All owners and operators of UST systems need to designate a Class A, Class B and Class C operator for each facility. One person may hold more than one class designation, but must be trained for each. Generally, the A and B operators will take an A/B combined training course. C Operators can be trained by an A/B operator, or may take a separate course, such as the one TAIT is qualified to offer online.

Class C Training records must be made available at the facility, and produced upon request by the Department during an inspection. Class A and B records may be maintained at the facility or at an alternative site. Upon completing the online training, a certificate is available for printing that can be displayed or maintained on site so that it will be available for inspection.

Tait Offers Classroom Training in Illinois

Tait offered the First Online A/B UST Operator Training Course in Illinois. Now, TAIT has completed our first classroom session of Class A/B and Class C UST Operator Trainings and Certifications in the State of Illinois.

Tait gave one Class A/B session and two Class C sessions to fulfill a full day of training. Tim Uhrik, who helped in the development of the training program, proctored the course. The Class A/B course was successfully completed within 4.5 hours (yes, we give the students a break). The individual Class C courses were completed within 1 hour. Each course has an associated exam. A/B exams are 60 questions, and C exams are 10 questions. The class went well – everyone passed the Certification Exams on their first try!

Our Illinois A/B course covers a variety of topics with regards to USTs:

  • Class A, B and C Operator roles and responsibilities
  • Overview of UST systems
  • UST operator requirements
  • Release detection
  • Record keeping
  • Release reporting, confirmation, and corrective action

Tait’s overall objective is to educate the prospective Class A or B operator on the State of Illinois and USEPA Federal Regulations governing the operation of underground storage tanks. The course will prepare students to take our online Class A or B UST Operator Certification Exam.

Topics covered with regard to the Illinois Class C course include:

  • Introduction to a generic UST facility including the major fuel system components and  emergency equipment
  • The roles and responsibilities of the Class A, B and C Operators.
  • Site-specific emergency procedures development
  • Emergency contact procedures
  • Safety awareness for employees and customers
  • Overfill prevention
  • Monitoring of the UST facility
  • Fire safety and introduction to fire extinguishers
  • Alarm panel recognition and response procedures
  • Fuel spill containment and cleanup

The focus of our Class C Course is to provide an overview of the training needed to respond to emergency conditions at underground storage tank (UST) facilities.

Arizona A/B UST Operator Training Course Online

Tait offers Online Training to become an Arizona A/B UST Operator

Register Now for A/B UST Operator Certification in Arizona. The deadline was August 9, 2012!

Arizona’s Waste Programs Division protects public health and the environment through oversight, investigation and cleanup of soil and groundwater contamination caused by releases from USTs. Arizona’s State Legislature Title 49 – The Environment, Chapter 6 – Underground Storage Tank Regulation, was updated based on the EPA’s Operator Training Requirements.

The Online Arizona Class A/B UST Operator Training Course is designed to train and certify Arizona Class A and B Underground Storage Tank Operators. This self-paced course allows the student to start and pause the training during its delivery. The course must be completed within 6 months of its start. The course utilizes visual aids and audio commentary to facilitate the efficient and comprehensive learning of the subject matter required to meet Arizona’s state regulations ARS § 49-1083 for an UST Class A or B Operator. The training course has been designed according to the Training Guidance for Operators of USTs by the Arizona Department of Environmental Quality (ADEQ), as a means for gaining Arizona Class A or B Operator Certification. Arizona’s Underground Storage Tank (UST) Program,  established in 1986 and administered by the Arizona department of Environmental Quality (ADEQ), is designed to prevent, detect and clean up releases of petroleum and other hazardous substances from USTs into the groundwater, surface soils and subsurface soils.

Arizona State Legislature Chapter 6 Articles 5 institutes an operator training component of UST regulations, designed to ensure that operators have the appropriate knowledge regarding the operation and maintenance of UST systems. Arizona’s H.B. 2425 also created UST operation certification designations that take effect August 9, 2012.

The AZDEQ defines Class A, Class B and Class C Operators as:

  • Class A operators – individuals have primary management responsibility for the operation, maintenance, and recordkeeping of the facility.
  • Class B operators – individuals have a daily responsibility for the operation, maintenance, and record keeping of the facility.
  • Class C operators – individuals have daily responsibility for the initial response to an alarm or other indication of an emergency caused by a release or suspected release.

You can read more about the definitions in the Arizona State Legislature 49-1081. Arizona A/B UST Operator training is valid for up to three years unless retraining is required by ADEQ in response to non-compliance and in accordance with ARS § 49-1083(D).

The training course has been approved by the Nevada Division of Environmental Protection (NDEP), Bureau of Corrective Actions, as a means for gaining Nevada Class A or B Operator Certification. The Classroom Nevada Class A/B UST Operator Training Course course utilizes visual aids and instructor led commentary to facilitate the efficient and comprehensive learning of the subject matter required to meet the regulations for an UST Class A or B Operator. Classes will be created and scheduled for interested parties with 20 or more attendees.

Nevada Administrative Code 459.9921 to 459.999 institutes an operator training component of UST regulations, designed to ensure that operators have the appropriate knowledge regarding the operation and maintenance of UST systems.  The NDEP defines Class A, Class B and Class C Operators as:

  • Class A operators have primary responsibility to operate and maintain the underground storage tank system including managing resources and personnel, such as establishing work assignments, to achieve and maintain compliance with regulatory requirements.
  • Class B operators implement applicable underground storage tank regulatory requirements and standards in the field including day-to-day aspects of operating, maintaining, and recordkeeping.
  • Class C operators are employees responsible for the initial response to alarms or other indications of emergencies caused by spills or releases from an underground storage tank

Michigan UST Operator Online ICC Preparation Course Available Now

Tait’s Michigan UST Operator ICC Preparatory Course is now available online.

Michigan’s ICC Exam is available to be taken now, and does not require a preparatory course. ICC exams can be difficult however, and Tait has developed this course to prepare you for the Michigan UST Operator Exam. Students can enroll in the course by going to www.PSTinstruction.com or by calling Melanie Nelson at 214-531-9377.

What Class of Operator are you? Review Michigan’s definitions below, or read them in their official  notice:

Class A: This is the person who has primary responsibility to operate and maintain the underground storage tank system. For a typical gas station, it is the owner of the station or his designee. For large corporations, this is the manager or designee responsible for tank operations. The class A operator can also be designated as a Class B operator as long as he/she has passed the Class B operator exam.

Class B: This designation is for the individual or individuals who implement day-to-day aspects of operating, maintaining, and record keeping for underground storage tank systems at one or more facilities. For a typical gas station, it is the owner or the person/company contracted by the owner to maintain the tanks. For large corporations, it is the employee, or person/company contracted by the corporation to maintain the tanks. A broad knowledge base is required for a Class A operator, but the Class B operator must have in-depth knowledge of tank system operation and maintenance.

Class C: This is an individual who is responsible for responding to alarms or other indications of emergencies caused by spills, releases, or overfills associated with an underground storage tank system. For a typical gas station, this is the cashier. Though a test is not required, this person must be trained in responding to releases, alarms, and emergency conditions. Training can be performed by the Class A operators, Class B operators, or third-party vendors. Class C operator training is required to be documented.
